Abstract Corruption is a recurring phenomenon throughout history, so different conceptions seek to formulate concept that defines it. This theoretical essay aims introduce perspective broadens the understanding of corruption beyond currents thought prevail in studies about Brazilian public administration. study indicates epistemic reconstruction meaning should derive from conception interest as result deliberative processes between citizens and State. Such contributes debate importance participation civil society controlling creating itself. also highlights more efficient control not only restricted legislation reforms but it relies on enhancement civic virtues.
